    Virtuous Habits Encouraged

    In a special report by concerned citizens of Toronto, it was revealed that 92 boys and 32 girls under the age of 16 were in jail for various offenses. Along with concern for the well-being of children in an environment intended for mature criminals, the report’s authors also expressed concern for the development of “industrious and virtuous habits” in the children. Their proposal recommended a program of schooling and work placement “beyond the reach of City temptations”.
